IT in the engineering world?

Engineering is such an exact science, and I believe that this industry should be the most aggressive in obtaining the cutting edge technology that is available.  On the designing part of the engineering world everything is based off exact measurements and material samples.  More specifically in the construction design and build world the information that is given to the engineers is always changing.  Technology can keep everyone that is involved with the design to where changes can be made accordingly.

One of the most evident types of engineering in the Louisiana region is oil and gas production and exploration.  Also, as we have seen in the recent BP crisis every aspect of design has to be taken with patience and preciseness.  My question is 1) Do we have the correct engineering technology capabilities to prevent these natural disasters, and if not how can we go about changing this? 2) What is your take on the exploration of oil and gas on our homeland, and whether or not we are over our heads in this somewhat new industry in the US?
